Unwanted Calls stemming from 410-464-3988 cited as reason for problem reported to the FCC on 2020-05-09

There is no such organization registered with the MA Secretary of State's office.    This does, indeed, seem to be a scam based on the similarity of the supposed organization's name to a well-known trade group based in Washington, DC.

Probably a scam.
