It keeps calling my telephone

Caller stated that I won free Grant money, told him I was not interested and to remove me from the calling list, he then started screaming at me "Why would you turn down free money" There was a Girl in the background prompting Him what to say, I hung up on Him

This no. has rang our work two times & put the phone down on our voicemail. we searched for this & nothing comes up. this was a DC region code.

Also received a postcard to call this # for a package. We order frequently but currently have no packages expected.
