Using local numbers for spam calls

This person keeps leaving cryptic message that just says call me.    When I return the call it reaches a voicemail for Mark Patterson in Gallup NM.    I do not know anyone from NM nor any Mark Patterson.

does anybody know who or what this is?

This was Creditors Interchange phoning for Bank of America. These are the rudest ppl ever

got ring at 8pm at evening. began with a recorded message . we put the phone down
