it is telemarketers phoning about vehicle insurance. The National dont ring directory does not seem to matter to a lot of these people.

They called me asked for me and when I asked who was calling they hung up..?? I can't call the number back either.. What the eff??

I did some research, and this figure seems, NCI, the collection company. messege said that they tried to check my location. they were apparently trying to collect on an old Citibank account. They left a call back number 8664797925.
