Caller ID says Ticket Center. Leaves no message when unanswered, and hangs up after about 10 seconds of nothing when answered. Seems like a robo-dialer.

This is from Bell.  Not a crank call.They call to check the validity/repair of the line even if you have a different provider.Our lines on our road just were repaired from a recent storm.They call to make sure the line is clear so no need for conversation per se, especially since most people will be fed up as we were after 5 days of no phone service.
