why do ppl ring with msgs win Ipad when 1st 1000 person calling to enter 8278?how do these people get telephone numbers?

I keep receiving phone calls from this number. When, I answer no one is on the other side of the line. Also,I tried calling back and I always get the automated machine.

This person makes threatening calls and sounds like a danger ...
