keeps on phoning & phoning atleast two-three times everyday

Had a couple of missed calls from this number over the past few days. Never answered. Called it back once from a different line and received a generic "you have reached verizon's voicemail message service, please re-enter the number you were trying to dial area code first" message. Still no idea who or what the number is.

Called twice. Picked up second time, heard shuffling and muffled voices.

keeps asking for person responsible for electric bill.
