was there a way to report these companies to the authorities?

Every week at least about 5 times sending text messages with no context except 'Hello!', 'Hello from Melissa', 'Hello from 3474399269'

Employer for telecommunications

Same thing, calls about once every two weeks. No voice or sounds, simply hangs up immediately.    Assumed it was someone I know since I live in the 281 area, but I can't find anyone in my contacts with this number.
