This caller calls alot and pauses a bit and then hangs up on me, I find this vey irritating

I got calls from this number many time, saying 'this is the 2nd notice .'

I received a text from this number saying I had won a $1000 Best Buy giftcard. The message included a web link and claim information the web link took me to a website called BestBuyAwards which is a trophie ordering website and isn't affiliated with the Best Buy electronics store. I have not confirmed that this was a spam text but I do not plan on believing that it isn't spam either.
