why won't people identify themselves when they call and just say no message and hang up?

Received a group text from this number at 3:15am with a link for some sort of way to earn $500 putting Bud Light decals on my boat and cars.

Roofing scam

Got a call saying that I qualified for 4g but I had to give a deposit of 149 for service few through western union they told me that I should not tell the bank I'm receiving a grant because I would have to pay extra dollars if I got a grant, I said why deposit the service fee couldn't you call the cops if I did not pay I fee that I had to he said well it's your money they told me I should do it quick because if I'm not on time money goes to charity I called the attorney generals office asked them they said it was a scam he called me back said if I had the money I said don't call me again and hanged up
