Claimed to be calling from a government department about some grant for $9k. I told him I don't qualify as I am not a US citizen at which point he proceeded to verify all my details and claiming that my residential address is in Georgia.

Illegal debt collection scam. Uses numerous cons, all of which are against the law. BLOCK & REPORT, NEVER ANSWER. Also
spoof fake numbers from different states each time.
