Received a call, no message. No idea who/what it was...

Scammer style bill collector. Will tell you you're going to be arrested.

Called 2:29 PM, 7-16, no VM.

Just got a missed call from this number. No idea who it is.

I had a missed call from this number with no voicemail, so I called them back and they answered, 'Thank you for calling customer service.' When I told them I was returning a missed call (without having to tell them my number or name) they replied, 'Oh yea, we're trying to reach 'ex-husband's name.' I told them it was the wrong number and they hung up. I looked up the number it says from the aspen area. We're both from Colorado. I think it was a debt collector.

This is Alliance One, a credit card debt collection.  They call and harass you for your payment wanting to know what day you are going to make your next payment.  Even when you are making payments regularly.  When told not to call because it is harassment and you will turn them in for harassment they say it isn't harassment.  As long as you are keeping up your end of the deal there is no reason for them to call and it is harassment.
