This caller is harrassing me- sending me text messages but will never pick up when I call.

They call at all hours of the night and day, mainly in the early hours 1-5 AM. Usually hang up. Occasionally I can hear them on the other end.    Once they actually spoke and told me they were a 'business'.    Ive asked nicely and have filed a police report, but the police wont do anything, nor will ATT (my phone carrier), nor will ATT file a complaint on my behalf.
