This happened to me 2. If they keep calling what should I do?

This guy called me and said, 'How are you, I have not talked to you for a long time'. I asked who it was, and he said he was at work and not a good time to talk, and said he would call me later..and said my name. I again asked who it is, and he just hung up. I called the number back, it said user was out of service area. He immediately called me back and said, 'I cannot talk right now, but know that I never intended to do you any harm, I will call you again later'. I asked again who this is, and he disconnected.

this person calling will ring a not speak. many times daily we get the ring. we cannot take much more of the harrassment. exactly what should or could we do?
