Answered it and it was a recorded message for a resort group pushing free lunches or stays at hotels.  I listened to the end to see if there were any options at the end of the call and there was, press 1 to speak to an operator.  i did and asked to be removed from the list

Person was selling something on OfferUp; money was sent via Apple Cash card and person said never received, even though I had proof they did; no merchandise was sent and I’m out my money.
